We currently reside in the US. My wife (currently on H4) is planning to apply for her F1 at Mumbai Consulate. As per the guidelines on VFS website, she needs to select the option "A resident of India/Bhutan" for scheduling an appointment. However, through that option, we haven't been able see a single appointment date available for last 8-10 days. Is there a problem with Mumbai Consulate for F1 visa currently? If not, it may be possible that we are looking at the wrong times. Is there any good time window (IST) that we should check for the appointments? Thank you in advance.

I am also checking the interview dates availability but it seems they have not opened December dates yet and November dates seem to have got over. If her date of joining (program start date on I-20) is within 120 days she can apply for an emergency appointment. This is my opinion and not legal advice.

hi guys, I m in the same boat. For me it's little confusing too.
My H1 got expire to I have to go for visa renewal as well as my wife's changing for H4 to F1 and I couldn't find the date which fits both of us. It will be too much pain for us to go to mumbai if we have to go for visa twice since i m not from mumbai.
I think we may be qualified for emrgency appointment since I m returning worker and my wife's I-20 states that her school program starts on Jan-12-09.
I just need second opinion from you guys.....thank you for your time. I have also sent email but VSF haven't replied yet.
Thank you,

She has already finished one year of her studies on H4. Now she needs to get her F1 stamped so that she can take up one GRA position. In this situation, I do not think if she qualifies for an emergency appointment. We will have to rely on the normal appointments and would certainly like to know when are the good times to check for the appointments and/or when will the December dates open up... Any inputs???

Keep in mind this is heavy travel season between Nov-Jan and getting a visa appointment might be difficult and competitive.

Change of Status does work, but she is told that currently it takes around 9 months for it to happen. By that time, she would be almost done with her Masters. Another problem with COS is that she has to get her visa stamped if she goes out of the country. That prohibits us from making out of the US trips apart from India...

Yes, change of status work could be done is USA itself. My wife also finished her one year of her masters. It took her 4 1/2 months to get the change of status in US
