want to change the visa category F2 to F1

I already applied one time for F-2 visa for usa,but i got refuse for that.
Now i want to apply for F-1 visa.Is it possible for me for apply F-1 visa.
I want to know that if i change my category of visa from F-2 to F-1 will there any problem for me?
