Urgent F1 and f2 visa question

My husband and I are of two different citizenships (from different countries)...... we plan to apply for f1 and f2 visas at the same time but in his country........ Can somebody please tell me if the embassy in his country will ask me to go and apply from my own country of citizenship?. ....

Secondly, do I need to include his last name in my passport?

Last name is optional. Depends on the VO and the consulate if they will direct you to home country. However, if you live along with your husband in his country, it may not be a factor anymore as you would have taken up residence in his country after marriage.
