is it possible to apply for H1B from F1 without completing a course or study year in U.S ? does U.S goverment allow it ? or is it necessary to complete course or year before applying H1??

Yes, there is no problem as long as you have fulfilled all requirements for H1B program (you belong to specialty occupation etc.)
But without a US master's degree you will fall under the general cap.This is my opinion and not legal advice. -

Cap of 65000 is for all applicants. For those who have a US master's or higher degree fall under seperate 20000 cap and have a higher chance of getting selected.This is my opinion and not legal advice.Comment
