Change of status from B1 to F1

Hi:

My brother is visiting me on a B1 visa. He is planning to start going to school in the USA. Can he change his status to F1 w/o leaving the USA? If so, how? What is the possibility of getting INS permission for that?

Also, can a community college issue I20?

Yes, a comunity college can issue i-20 form. the latest inquiry that i got is that even if you get accepted in a college, USCIS will still advise you to go home and get your F1 visa stamped in your own country which i don't advise because i heard a lot of incidents where their multiple visa was revoked and F1 denied after going home. good luck.
