F1 visa student having problem obtaining SSN

I am a F1 student. How do I get SSN card? Is there any special form that my International student adviser can fill out to support my application?
They are asking for a work permit, which I do not have. BUT as you all know SSN number is not only useful for employment it is necessary for everyday life, like renting a house and applying for credit cards.
Please give me an advice how to form a proper document to apply for SSN. I need help!
