Renewal of F1 visa

Folks,

I am working on OPT right now. My OPT extension started this year, and its valid until early 2010.

NOW- My F1 expired in December 2008.

I need to go to UK in May or June.

My questions-
1. Can we get F1 renewal on OPT (17 month extension)?
2. Do I need to go to my home country(India) for this renewal?
3. Does any one know if UK consulates handle these kind of cases?
