H4 to F1 COS Dialemma, Senior members Help plz

I am currently on H4 and got admit for masters in FALL-09. My reporting date is 19th August 2009. I came to know from the Student services that the COS from H4 to F1 would take 2-6 months.

If i apply for COS now and if it gets processed earlier than July 19th (30 days before classes begin) can i continue to stay in US on F1 or do i have to go back to my home country and enter only 30 days before the classes begin?

I'm having very bad exp with COS. Applied in August and GOT RFE after 6 months.

Better apply in India. My biggest mistake ever. I heard CSC is good though - VSC, TSC suck.

By the way have you heard of the COS from H4 to F1 taking place before the 30days of classes begin date? I am scared if i will have to go back as we can enter US on F1 only 30 days before classes begin.
