Transferring of H1 without project

This is the problem of many consultants, please elaborate as much as possible.
What are the possible risks of transferring without project in this economy and what are their possible remedies?

USCIS will ask for the project details/Client letter/Work Order/Contract and deny the transfer. A small time consulting company cannot have "in-house" state of the art development center.
