MS quota only for OPT/F1 or anyone??

Hi,

Could anyone please tell me that,
Is it necessary to be in OPT/F-1 status in order to apply for H1b under MS quota Or Anyone from anywhere around the globe, who had got an MS degree from US can apply under the quota anytime???

Anyone that has a US advanced degree can qualify under it.
