Serious big problem- entry before 30 days

Hi guys I am in a big problem.

I have 10 year B1/B2 visa and have traveled to US in past. Now I have been admitted and I have a valid F1 visa as well.

My F1 Visa issue date is from May , and so I assumed it is active from current date. I booked an air ticket in july first week , Ten days before required "30 days rule as I counted from my I-20 date .9this rule i came to know just now)
I was planning to visit a close relative in another city before I go to my own University.

Why was my F-1 date issued from May and why is it not mentioned anywhere in Visa as well I-20 about this restriction of 30 days.
Can i enter now on a B-1 visa and change my Visa status to F1 there without coming back to my Country?What is procedure ,time and charges...

Should I take risk of entering with F-1 visa?

I stand to loose a lot of money if I had to change my air ticket , leave alone all my happy travel plans!!

Well, it is not US Government's fault that you did not bother to understand your regulations.
You may enter on B visa, but while entering you mention to the officer that you intend to study and ask him/her to make a note of that. Then you can apply for change of status using form I-539, fees for this is around 300 bucks I think. But this is not advisable since COS takes at least 3 months.
The only thing you can do is alter your ticket (you need not cancel it, just change the date). Better understand all the rules and regulations beforehand the next time to avoid such problems.

What is your current status. Are you in US.? How was your interview at the Point of Entry.

Even I have somebody visiting me and in the same situation.
