Change of Status from F2 to F1

Hi,

I am currently on F2 and have to apply for CoS to F2. I received my I-20 yesterday(24th June) for fall 2009 session starting on September 9th.

If I file an I-539 now, how much time will it take for the visa to be processed? Since I cant start school before my visa is processed, is it more advisable to go back to India and get the stamping?

Please advise.
