Change of Status from H4 to F1 Visa

Hi,

I have applied for change of status from H4 to F1 visa, sent to USCIS and I received folloing RFE

"To facilitate your request for change of, non imigrant status to F1 Student, submit a properly Issued "SEVIS" certificate of eligibility for non imigrant student status(Form I-20), from your school, form must contain original Signature of both student and designated school official."

I dont understand what USCIS is looking for mean, I have paid the fees on SEVIS site(200$), and I have sent the Internet receipt as a Proof(not the Original), I have also sent the I-120 form which I received from my college.

Can somebody help me with this Issue, I have to respond to USCIS in one week for RFE.

Did you sign the I-20 you received from college before submitting it to USCIS? May be you forgot...hence the RFE.
