F-2 (Dependent) VISA rejected twice - What to do - Please help me...

Hello friends,

I am student in USA and got married 6 months back.

MY wife's dependent VIsa was rejected twice.

1st time VISA officer gave the reason of incomplte documentation.

Then I complete all the required documents as per his demand.

2nd time he reject the VISA request and gave the reason to my wife that,
"your husband is going to graduate in May 2010 so just tell him to come back in 6 months & you don't have to go to US for 6 months"

Now though I will graduate in May 2010 but I am also planning to go for 12 months OPT after my graduation.

So what should we do in such situation to get my wife's VISA as a dependent.

Please...Please...Please help me to bring my wife here in USA...
