Need Help regarding Visa Interview.

Hello, I'm pankaj. Done with my BTech in 2006, Computer Science as Major. I have attended Chennai Consulate in May 2007 For MBA in Lakeland College. I got rejected that time under the section 214(b). Now I'm planning for MBA in Herguan University, CA. Actually i don't have TOEFL & GRE Scores. I got my work experiance from july 2007 to Nov 2009 as a Software Engg in Hyd. I have 18backlogs in my Btech. How can i convince them about my Backlogs & TOEFL/GRE. My bro is on H1 ( Pharmacist ), i filled my bro details in ds160 too.
