Iam on H4 visa.Can I start my parttime education on H4? or do I need to change my status to f1 if yes what is the procedure to change from h4 to f1.
can we do that procedure in US itself with out going to india?

Yes you can start your education in H4 status itself.
To my knowledge you dont have to go the home country for changing the status from H4 to F1. You can do so while u r in US by getting an I20 from ur univ.
