B1 to F1; Can it be done?

I am currently in US on B1 visa. I got admitted to PhD program in university for fall 2010.

Would I be able to change to F1 status without leaving the country? If so, how long will the process take?

B2 and not B1

Sorry, I am in B2, visitor visa, not B1. Can I still change to F1 without leaving the country?
