In state fee for international applicant

Hi i have a strange situation I am from India and I want to perceive my masters degree in USA, my father is an American resident(green card holder) and I am Indian citizen and need to apply for F-1 visa, my question is my father stay in NJ state for more than 13 years and I will stay with him in USA as I am applying for Uni's in state of NJ, do I qualify for the In state fee??, as I am an International applicant, will my fathers residential status help me in any way as my age is 25 years, can my father sponsor me or can I get any dependent visa

That will not help. You will have to pay out of state fee.
