I am a US citizen thinking about sponsoring my F-1 status brother who is working on his bachelors for a green card. I understand that filing I-130 is immigration intent. My questions is: if he isn't planning to leave the US (and seek a new stamp), can I safely start his I-130 even if he ends up doing his Masters and seek new F-1 status after I-130 is pending (or even approved) or should I wait until after then?
