OPT eligibility for conversion from H4 to F1 before the last semester

I am a graduate student studyng in US. I have completed Fall 2019(full time student) on a dependent visa(H4). My question here is: If I complete Spring 2020 again as a full time student on H4, I plan to get my F1 done during summer break(June), will I be eligible for OPT and apply for the same in Fall 2020 as I plan to finish my graduation by Dec 2020 (Fall 2020)?

Can anyone suggest something..
