Transfer to another univ.F1-I20 transfer

Hi Every one,

My cousin got VISA(F1) thru Pisstsburgh state univ. Kansas(PSU) and wanted to transfer to the monmouth college in NJ,

I would appreciate if anybody can explain the process.
like, before joining the college can he transfer?
Does he need to go personally to the college?

If he is still in home country and has not travelled to US, he may simply get another F1 visa, enter the US and attend the new University.
IF he has entered the US using PSU I-20, he must attend that for at least 1 semester and then initiate a SEVIS transfer.
