F1 stamping in July

Hello
I am on F-1 visa currently . I changed my status from H4 to f1 withing USA. Now I am going to India for stamping my F-1 visa. My question is for some reason if my F-1 gets denied, what are my options ?
1. Do I need to file a COS to h4 ?(If yes, whats the procedure?)
2. Or Do I just take an appointment again , this time for coming on to H4 status?(Like I did for the first time when I came to USA)

Also, If I do come on H4, Can I come back into USA and apply for COS to F1 ?

Please help ,...its urgent I have to go for stamping in July.
