    Reapplying from different consulate

    I am heading to university of southern california for my masters. I reside in Oman and I gave my F1 visa interview from there. I got rejected on the grounds of 214(b).

    Now I have returned to my home country , that is India .So is it possible for me to apply from the Mumbai consulate? Please help. I have already paid by hdfc bank fees.
