F4 and Student visa

Hello All,

I have brother in india who has applied under F4 category visa and he is just finishing his diploma with computer science. I want him to come at USA for further study on Student Visa. so is it possible to apply for him to get student visa. will he get the student visa even if he has applied under F4 category.
Has anyone out there has the same case and successful to get student visa. please share your experience.
