about F2 visa and expiration

Hi there,
My wife is holding F2 visa and stay in US with me (F1 holder) for two years though her visa expired 6 months ago. For some reason, she has to explain her staying in US is not illegal after the visa's expiration to an authority in our home country. I keep searching online to find a law/article to support this but seems there is no exact one to explain her situation. So if there is really no such law or article to support this? Her legal immigration status with a expired VISA is just an convention?

You as the F-1 are duration of study D/S as long as you have a valid I-20 the same is true for your wife as a F-2 however if she leaves the country she must get a update stamp at the embassy in your contry of citizenship taking all the supporting documents.
