H4 to F1 transfer

I am in US on H4 and now I have got admission in MS and will be starting this Fall 2010. How long does it usually take to transfer visa to F1 from H4 ? And will I need to go to a consulate unless I am going out of the country ?

2-3 months. You can go for premium processing also.

Being an Admissions Counselor, I have seen cases where it takes 3 weeks to change the status, and some were taking up to 6 month.
Usual time is around 2-3 month.
