I-485 while I-130 pending?

My wife is a green card holder. Her daughter is currently here, in California on a F1 visa, current. We submitted the I-130 petition in August of 2009. USCIS is currently servicing July 2009 applications. Her (my) daughter is transferring to a 4 year university next year and we are trying to establish Claifornia residency so that she does not have to apply as an international student. The cutoff date for "I-485 change of status" submission, to meet residency requirements, is 20 Sept 2010.

Question: Since the I-130 is still pending, can we submit the I-485 Change of Status now?
