fulltime work for full time student

My friend Andrew Krabi is in kenya. He is interested to come and do diploma program in IT in US. But he wants to know If Immigration Dept. allows international students work full time when they enrolled in full time study program?.

If he comes here on F1 student Visa, he may only work on-campus up to 20 hours per week. Off-campus employment must be approved separately. (usually after 9 months of study)
