B1/B2 visa to F1- can it be stamped in other country apart from your home country

I need some help please. I am currently on B1/B2 visa in the USA. I have the i20 . Can I go to some other country apart from my home country and change my status there as my home country has quarantine and it’s going to take too long if I do that. So is it possible to change my status in any other country and get it faster?
