F3 visa commuter student

I live in Mexico and want to attend college in the US, on the border. Right now I do not live near the Mexico/US border but if accepted to college and if I get the F3 student visa I will be moving to the border so I can commute to school every day. My question is...do I qualify for the F3 commuter student visa if I currently do not live near the border? Or will I have to apply for the F1 student visa even if I don't plan to live in the US while in college?

You're going to have show that both your prospective residence and the school are close enough to the border to make commuting practical. They don't want you entering on F-3 and hanging out in the US. You still need to have a SEVIS record. The border school's foreign student offce most certainly know how to handle this and you need their assistance anyhow.
