2nd F1 visa chances

I came back from Penn State University, PA to Delhi, India before my 90-day unemployment expired in May 2019. But due to covid, I wasn't able to pay my last 3-month rent(Total: $1670) at the student housing and was also eligible and cashed in all the 3 stimulus packages given by the government. Now after 2 years I'm planning to come for a master's in Fall 2022. I have 2 questions:
1. What problems can I face while applying for the visa?
2. Just wanted to ask whether I can be denied entry into the country on the basis of my situation even after securing the F1 visa.
