Graduate certifict prog after master's? Eligibility for opt use completed master's?

Hello,
My wife applied for H4 to F1 change of status and it is still in process but she completed her master's recently and would like to take one academic year graduate certificate program in different field to be in university. If cos is approved in meantime can she apply for opt using her completed master's degree after graduate certificate program?

It is entirely possible to pursue a Master's degree programme after completing a postgraduate diploma. A master's degree and a postgraduate diploma are also postgraduate programmes, but they are not identical, as established.
