DO I need to fill the form I-901 and pay the sevis fee for CoS H4 to F1

Hi Everyone..

I am going to apply for my change of status from H4 to F1. I already filled the I 539 form and attached all the supporting documents. I want to confirm whether I need to fill the I-901 Form and pay the SEVIS fee.

Any help will be greatly appreciated.
