Can I take services from freelancers as an F1 student.

I know I cannot earn from freelancing as an F1 outside of legal permit. Do I need a permit to take services from upwork. By services I mean can I hire someone/post a job and still be under legal boundaries

Also, can someone suggest who should I email exactly to ask about this, any email address?
