International students and hackathons

Can students on F1 visas attend hackathons? And is anything authorization needed? What if the hackathon is a digital, international event organized outside the US?

I'm also interested to know about these hackathons! Price terms and features! Although I am often busy in drawing here how to draw and work sometimes distracts me, but I am interested in a lot, especially hackathons!
