Applying for F1 with 221g pending for different Visa

I had come for H1 stamping in January.
Due to some missing documents from my employer; I had a 221g from the consulate.
My employer refused to send the documents.

I am currently working in India and am trying for a F1 visa for Spring '11 semester.

Is it possible to apply for the F1 visa with the 221g pending in the consulate?

Yes you can apply for F1 and it will be treated as a seperate visa category,,,,,I too posted the same question as I am in the same boat as you and I got this reply from our friends in this forum.
