H1B 221g to F1(Urgent)

I went to H1B visa stamping and they have issued green slip(221g) at delhi consulate.I am now planning to go to visa stamping for PHd in CSE(I completed my masters and bachelors in CSE).I am bit worried about what I have to say if Visa Officer asks me this question,,,

QUESTION

Why r u applying for PHd program when ur H1 is under query.why r u not waiting for it to be cleared.

I think I will be asked this question for sure

Please help me out as I am planning to go to stamping ........
