American born with Taiwanese parents visa application

I was born in the U.S. and both my parents were likely on employment visas (did not receive green cards until a few years after I was born) - does the employment visa count as step towards PR to avoid being defined as a Chinese citizen? Applying for L visa through the SF consulate later this month. Tried in Hong Kong this past November and the document checker said I may have better luck applying back in the states to avoid the questions about parental background.
