Visa Interview in Canada or Mexico- anyone recently attended

My wife visa status is changed from H4 to F1 withing USA.

Could anyone of you let me know if you attended or intending to attend consulate in canada/mexico for F1 visa.

If any of you heard any current patterns or the experiencce please do share.
