Resubmitting I-539 after Withdrawal
I need guidance about whether or not I need to file a fresh Form I-539 (from F2 to F1) in order to file a Form I-907 (premium processing) online.
I have a pending I-539 case with USCIS which I re-submitted after receiving a NOID and subsequently withdrawing the application due to change in my visa sponsor institution. Now, I want to expedite the resubmitted I-539 application through premium processing, but my I-539 receipt number (which I filed online) isn't available for me to file the I-907 online, except I file via by mail. I don't want to file the I-907 by mail, so I was wondering if I should file for a fresh I-539 online.
Would appreciate feedback from anyone who may have had a similar experience or has sufficient knowledge about USCIS requirements on this case
