visa dates for F1

I applied for F1 visa twice and I have been rejected both the times.Right now I am not able to find any visa appointment dates at any location when I click YES for the option "Have you been refused visa twice in the last 6months".Please let me know whether they will open any visa dates at any location for this kind of scenario.

Please let me know.Any help would be greatly appreciated.

They may open dates or you may have to wait 6 months from your first denial after which you can answer no and continue.
