F1/student Visa from Singapore for Indian passport holder

I am Indian passport holder and I have an admit for PhD (fully funded) in Fall 2011. Can I appear for F1 visa from Singapore. I have been living in Singapore for the last 5 years and am Singapore Permanent resident (PR). Should I go back to India (home country) for my F1 visa or can I do it here in Singapore?

As a Singapore PR, you should be able to apply at the US embassy in Singapore. Best to call/email them and check - their workload isn't that heavy so I think they will actually reply to emails quite quickly.
