Consequences of F2 rejection twice?

I am thinking about applying for a F2 visa for my wife for the second time, after it was rejected the first time.

But first, I am trying to find out if there are any consequences to a rejection twice. I would be filing for a H1 & H4 soon, and I am concerned that a rejection two times on a F2 will affect the H4 visa interview in October. Any clue?

The reason for my concern is also because of a question which is asked while booking a visa interview. "Has a visa been rejected twice in the past 12 months" I have not figured out a reason this question is asked. Any guidance will be very helpful.

F2 rejection for immigrant intent will not affect H4 application. For any other reason like fraud may affect.
