How risky is to go to stamping after graduation and OPT card

I am done with my graduation, i received my OPT card with 01-Jan Start date. I would like to travel to India and get F1 stamping as well have have a vacation. I have a job offer with a joining date of 01-Feb. Planning on taking a vacation before my job.

How risky is it to get the stamping and get back to US? My husband is on H1B and I was on H4 before.

One cannot predict. There is always a risk in F1 Visa application. You have to show ties to home country and the VO should be convinced that you will return after your finish your program. Being on OPT makes it more difficult to show ties to home country. But having said that some people do get their Visas in such situation and some don't.
Also, even if you get the Visa it is required that you have a job in order to return. You cannot come back to search for a job. Read F student FAQ on ICE website.
