F-1 stamping from mexico/canada..Important

I'm currently working on F-1 OPT which is valid thru NOV 2012. But my F-1 visa stamping got expired couple of months back.
I want to visit India for 15 days but chances of Visa stamping renewal are very low from india.

Can I renew my F-1 visa stamping from either canada or mexico?
If yes, then which one is best canada or mexico and what are chances of get it done from canada/mexico?

There is always a risk in F1 Visa application since you have to show non-immigrant intent. Being on OPT makes it more risky and doing it outside of home country is even more risky.
However, some people do get their Visas while on OPT and some outside of home country. You have to make your choice based on which risk you want to take.
