Graduate Assistantship (GA) Requirements

Can anyone direct me where to find GA requirements for F-1 visa holders. I know that a full-time GA requires one to work for a maximum of 20 hours per week. But, apart from that are there any other requirements a University must follow like: tuition waiver, minimum pay (apart from minimum wage).

There are no other requirement from immigration point of view.
