H4 to F1

Could someone please familiarize me with the exact procedure to obtain F-1 status after one is already present in the country? I am on an H-4 and already have my I-20. I also have all the documents ready to be submitted.

My question is where are the documents to be submitted?
Would I need to be interviewed?

Do check with Iternational student office of the school that issued your I-20. I believe the school can help you with ideas about how to file for change of status.
