Visitor to F1 or H1

Hi,

I was in US 4 years back and finished my masters degree.
I went back home seeing better possibilities and somehow does not able to capitalize.
I wanted to see if I can come back to US on visitor visa and convert to H1b or F1b

Any help would be greatly appreciated
