B1 to F1

My brother is coming here on B1. He is planning to to MS..ow hard is it to get admission and transfer from B1 to F1. Please advise

one more thing i want to add, i could have gone home before my 3 mos. expiration and come back mid-year 2005(august/oct)and upon entry,declare that i m looking for a prospective college,adding that to whatever agenda u hav upon entry, that way u the port of entry officer will stamp your psssport as a prospective student and you will have no problem in changing status whether B1/B2 entry.
