Does the current visa get canned before even getting approved?

I'm currently on a tourist visa, but going for another interview in a month for a F1 visa. Will they cancel my tourist visa before even accepting/rejecting my F1 visa?

Sometimes they do that, sometimes they don't. There is no fixed rule for that.
